global gag rule
n.— «The latest reincarnation of the Mexico City Policy, termed the “Global Gag Rule” by women’s advocates, including Secretary of State Madeleine Albright, would go far beyond the current legal prohibitions on abortion. It also would bar organizations in U.S. aid recipient countries from receiving population assistance if they use their own non-U.S. funds to provide legal abortion services. The proposed restriction would also deny funding if such non-U.S. organizations participated—consistent with their own laws—in efforts to alter laws or governmental policies with any connection to abortion. This proposed limitation would include not only overt lobbying, but also sponsoring conferences, distributing materials and disseminating public statements.» —“Cairo +5-Assessing U.S. Support for Reproductive Health at Home and Abroad” Contemporary Women’s Issues , 1995.
