He described the actor Tracy Morgan, who is on 30 Rock. It says, Tracy Morgan’s balloon has lost its string. It’s a way of saying that he’s unusual or odd or even crazy.
Yeah, that he’s come unmoored.
Yes, exactly.
Which I think is kind of true with that last rant.
Yeah, yeah.
