Presidents' day represents the plural of all presidents
so the apostrophe would come after the s indicating the plural

I punctuate it as "Washington's Birthday", which is the official name for the federal (states can do what they want) holiday now celebrated the third Monday in February, which ironically can never be George Washington's actual birthday of February 22 (unless you revert back to the Julian calendar under which he was born on February 11).
