Welcome, barkingdogs. Correct me if I am wrong, but is this area that is commonly called nape or scruff?

If so, here is some pure speculation: since cats and, sometimes, dogs are caught by the scruff of the neck because it causes them to go limp, could this be a 'catching' (or ketchin') place?
