I've always heard “recur”. I think “reoccur” is newer and not officially recognized. Similar to “forebearer” pro “forebear”; the latter from “fore-be-er”, i.e., one who *bes (better, is) before. I don't know of any reputable dictionaries that explicity sanction (or, in many cases, even acknowledge) either “reoccur” or “forebearer”. “Reoccur” can be considered a real word, but it is substandard, I think (I could be wrong within two minutes). But let's see what Martha and/or Grant have to say about this…
The Columbia Guide to Standard American English, with a condescending sniff, describes reoccur as appearing in the "speech of the inexperienced."
