My suggestion for the person that travels north and south would be some one that is trans-latitudinal, maybe shortened to a trans-lat or trans-latter.

Anyone that travels north-south (up-down), whether in the US or the world, is an Up-Downer.

Bipolar is funny. How about lattie (for latitude) or bobbie (for bobbing north and south, up and down)?
