There have been all kinds of interpretations for the psychology behind when people lift their voice at the end of a statement.   But do you notice, president Kennedy does it as a matter of ingrained habit.  Check YouTube if you don't believe.  My estimation is he does it with 80% of his sentences of his public speeches.  And a lot in interviews too.

What is JFK doing with all those HRT's  ?  I think each time he is just saying, "Question there? Didn't think so."
