The phrase means going fast and probably recklessly. I thought of it this morning when a car almost rearended my truck as I was making a left turn off of a 55-mph highway. I assume it comes from horse and buggy (wagon) days and refers to whipping the horse to make it go faster.

How widespread is it?

It's a prominent part of the Rawhide theme song.
