Ayo blue dress

I saw a meme recently which started with the line "ayo blue dress". When I googled it, I got something like "Hey, you", although there didn't seem to be anything even as definitive as Urban Dictionary (which I don't trust, but can be a starting point).

When I asked in the comments, someone said it translated as complimenting someone on their blue dress, or that they look nice in the blue dress which seems a level beyond simply saying "Hey you, blue dress".

The meme in question, transcribed:

"Guy 1: ayo blue dress
Guy 2: She hasn't given any indcation that she wants to talk
Guy 1: You're right, I just created an unsafe environment"
