when i was reading an article in a website, I noticed that the wrtiter had used that word with this meaning="to re-say what someone else has just said".
Is that really correct?
I am in doubt because that guy  wasn't  a native speaker.
I  couldn't  find that meaning in my dictionary.

I've never heard shadowing used that way. But since, as you say, the person was not a native speaker, my guess is he confused it with echoing.
Perhaps they meant to say echoing.
