Plaster or Bandage?

I was just listening to the episode with the question about the word "plaster" and a phrase came to mind.   You talked about bandages with a plaster that would be stored & you could moisten it to apply it.

Here is my question: Does the phrase "a lick & a promise" stem from the use of this type of bandaging?
