This phrase reminds me of another "org.unk.": The Whole Nine Yards. One of the plausible derivations of this phrase is that a wealthy person would often buy all of this measure of fabric to make something to wear. It makes sense to me that both terms fit this definition; i.e., if you're going all out with the whole nine yards, then you will be dressed to the nines!
