OK, I'm baffled. Why is "congress" is the answer for Greg Pliska's double definition riddle: 535 elected officials having sex. He said the answer had 7 letters, but the only "congress" I know has 8. Please explain as gently and modestly as possible

I think he just made a mistake about the number of letters.
