The following headline looks odd to me:
Lohan charged to be charged with grand theft

Could someone please explain to me the meaning of the first "charged" in that headline? It doesn't quite fit any usage I am familiar with - at least not correctly.
It looks as if this has been changed. It looks to me as if it was an editing error. Perhaps it was originally "charged" and they intended to edit it to be "to be charged" and they blew it.
