Can sentences by synonymous?

Words can be synonymous, e.g. “likely” and “probably” and I assume phrases too, such as "in all probability" and "in all likelihood." But can sentences by synonymous, such as “Some people with a law degree don't practice law” and “Not everyone with a law degree practices law?” Or is there a different word for sentences like these, perhaps one used by linguists?
