I think Grant missed the boat in his describing what it means to Bogart something. It is, in my experience, not about hogging something so much as it is about wasting resources. It was applied to one who took a hit from a joint and then continued in their conversation while the joint smoldered away, without passing it to the next smoker. The term Bogarting came from the way Bogart would go on with his verbiage while his cigar smoldered away.

Without comment on the rationale, "bogart" in my circle has the "hogging" or "taking" rather than the "wasting" connotation.

ABSOLUTELY! Believe me, I was "there". Whenever someone asked about the origins of the phrase 'to bogart', the image of Bogart talking with a cigarette hanging from his mouth was the one we evoked.
