I think that you’ll find that it is a “Tufty Badge” as dishd out by the Tufty Club. This was, I think, formed to promote road safety amongst youngsters in the UK in the 1960s. It may have been based on the, then, Birmingham Evening Mail newspaper, and the local Brummie accent may well have distorted “Tufty” to sound like “Chufty”
