You have not created this phrase.   I haven't heard it much but it has crossed my ears a couple of times.   Obviously it would come from a country boy and it talks about someone who can not see the problem (one eye) and if he could, he wouldn't know what to do about it (half hog sense).   To say that someone is not even this smart is truly an insult.
