According to the New World Dictionary of the American Language, Second College Edition,1986, the following appears under 'flesh': "vt. ...6. to fill out as if with flesh; realize or make full, as by the addition of details (usually with 'out')." This seems to contradict your response to the caller that the correct word is "flush" for such a use. How come?
I agree.
I understand "flesh out" to mean completing details of something. E.g., I have a great plan for world domination, but I need to flesh out step one, "Become incredibly rich."
I understand "flush out" to mean exposing or driving someone or something from hiding. E.g., Step six is to flush out my enemies, capture them and explain why my plan can't fail, while my back is turned to them.
I haven't heard the latest broadcast, though, so I reserve the right to be wrong.

But we didn't say that. We specifically said that it's "flesh it out," matching the definition you quote. Were you vacuuming when you were listening? 🙂
