I had never heard this phrase before, but after a little research on Google, I think I have an answer. It seems that the more common phrase is, "You talk like a man with a paper asshole." The undisputed meaning of this is, "You keep talking about things that you know nothing about." But, what is the source of this phrase? I found one website that might have a clue. It says that the more complete phrase is, "You talk like a man with a paper asshole; the s**t just keeps on coming." So, I think they are saying that if paper were substituted for skin and muscles it would not hold back s**t and the person being talked about can not hold back the bull**** he is speaking.
To carry this over to your mil's card game, she was probably being dealt some very bad hands and chose this phrase to complain about them by saying that the dealer can not keep from dealing s**t.
